What makes a computer go. In theory you don't need one and programs could start at the first sector of the hard disk. But people rarely do that. Also sometimes real enthusiasts write their own. Linus Torvalds, famously, producing Linux. But any halfway decent programmer with the time can as Terry A Davis did famously with TempleOS.
But most people want things to just work. So they use an operating system.
